Read your water report
Every public water system publishes an annual water quality report. Look up yours from your city or utility district.
Test
Test at the tap
A basic hardness and chlorine test shows what's coming out of your faucets, not just what left the plant.

Rule out the plumbing
Rust and low pressure often come from old pipes or the water heater, not the water supply.
